Turns out that the FBI has blown $170 million dollars on a computer upgrade that is completely unusable. 

Sound intelligent to you?  Me neither. 

But it appears to be okay with Rich Tarrant who, capitalizing on last week’s terror threat in the UK, seems to be advocating any government appropriation for any intel project – even if CIA Chief Porter Goss voted against it.
