Shap Smith blocking marijuana decriminalization in Vermont

Just who the hell do you think you are, Shap Smith?
Besides the Speaker of the Vermont House, that is.
This supposed Democrat is employing a very Republican tactic and unilaterally blocking H.427, a bill that would decriminalize possession of small amounts of marijuana by adults.

This article references a piece that appeared in the TA last week, which of course, is behind a paywall, but I found this interesting:

Tom Cheney, an aide of Smith's, told the Times-Argus the bill will not make it to a floor vote this session.

Just so.

"Will not make it to a floor vote this session."

Despite decriminalization having the support of Commissioner of Public Safety Keith Flynn and Governor Shumlin.

Despite a recent PPP poll that shows that 62% of Vermonters support decriminalization.

Shap Smith, who is cited as having " concerns that some in the state's law enforcement community may not support the legislation" (without naming names, of course) is going to take it upon himself, unilaterally, to impede the normal progression of the political process and block H.427 from a floor vote for amorphous "Some say...." reasons.

That's bullshit, Shap.

A little big for your britches, don't you think?

Another possible explanation (4.00 / 1)
This may be a single-handed power trip on Shap's part. OTOH, there might be Dems from marginal districts who don't want to take this vote. They could've asked him to keep it off the calendar. If so, then this wouldn't be a power trip by the Speaker; it'd be an application of his authority to protect vulnerable Dems.  

I'm not saying that this is what happened; I have no idea. But I think it's quite possible.

I'm also not saying I agree with it, if this is what happened; I'd see it as a case of Dems being overly timid. But it'd put Shap in a different light.

What say YOU, Speaker Smith?

Who exactly in the "state law enforcement community" has the clout to hold this thing up in the face of public opinion?

I'd be very surprised if there weren't many in that same law enforcement community who wouldn't welcome decriminalization simply to relieve them to pursue more meaningful law enforcement issues.

This is an open invitation to more fully explain your rationale to the progressive community that reads GMD.

The biggest block against national decrim is the DEA.  They stand to lose a huge profit if Cannabis was removed from their control.

Are there police in Vermont that are making bank of busting potheads?  Or is it merely intransigence among the police - they don't want to have to change the way they do things now?

The question is: who exactly is preventing the Will of The People?

Put yourself in the uniform for a moment. Who would you rather go after?

Drunks are belligerent and combative. Speeders give you a full ration of grief. Domestic disputes are a nightmare to deal with. Pervs are hard to catch and harder to prosecute successfully. Burglars are long gone by the time you get there.

Ah, pot heads. Peaceful, relaxed, and definitively breaking the law in a binary yes/no fashion, with physical evidence. Lovely.

And, your department gets to auction off the belongings of growers and tranporters and keep the money. Then there's all the federal funding for new equipment and interdiction training. Criminalized pot is great for the police.

Criminalized pot is also great for the pharmaceutical companies, the alcohol companies, the privatized prison industry, and the prison and law enforcement supply industry. Our captured government stays with the program to keep the profits rolling in.

I wouldn't be surprised if jvwalt's explanation is right as well. There's still a stigma attached - that reefer madness remnant. It's that hypocritical deal where everyone understands the truth but nobody can admit it publicly.

What I want to know is, how did our nation manage to survive for the first 151 years of its existence without marijuana prohibition?

Because the vast majority of white people didn't know about ditch weed's psychoactive properties.  Only a few people, like that scoundrel George Washington and that despotic drug addict who never amounted to anything Thomas Jefferson knew about smoking the weed.  But because they were hopelessly addicted to Marijuana, those guys never did anything worthwhile with their lives...
